Within segmentation you also have the ability to create attributes that represent visits to a specific page or group of pages.

The use case for page groups on the web insights dashboard is to understand who is visiting your site and with pages they are visiting. In segmentation, the purpose of web visit attributes groups is to use them for retargeting. While it is possible that the same groups may be in both segmentation and on the web insights dashboard it is not required.
